Programmer should program, but they also could post every now and then as their posts generally are about 100x more clued-in to the inner workings of EVE than your average community manager.
And no, no offense to any community managers intended, the post-fu skillz needed to herd an army of old bittervets as bitter as EVE players is considerable - the problems only start when community guys become a broken telephone between players and coders over some issue they do not fully understand and information is lost when communicating, both directions.
At which point a programmer that can post is epic win.
